In the Scaled Agile Framework (SAFe), the Business Owner is responsible for deciding the Team PI (Program Increment) Objective Business Value scoring after negotiation.
During the PI Planning process, Agile Teams define their objectives for the upcoming Program Increment. These objectives are then discussed and negotiated with Business Owners, and stakeholders responsible for the governance, investment, and return on investment (ROI) for a solution within a Value Stream. After this negotiation, Business Owners assign a business value to each Team PI Objective. This value is not based on effort or complexity but on the importance of the objective to the business. The scoring helps to prioritize work and guide the Agile Teams in focusing their efforts on delivering the most valuable outcomes for the business.
